Claims Payment
The main purpose of the policy holders  (including exporters, investors and banks) when referring to the National Export Credit Insurance Companies in their countries, is to receive timely compensations for their unpaid receivables as a result of unwanted and uncontrollable risks. If such expected claims payment is not fulfilled at its proper golden time it inevitably interrupts the policies holders' activities for a while or may lead to some touch credit situation for the exporters/investors or banks, which in turn may in the long run, bring their production and profitability to a complete halt.
Therefore, the claims ascertainment and claims payment procedures in every ECA and expediting the investigation and payment of the insured's claims is of paramount importance not only to the policy holder but also to keep and safeguard the national interests of the country and support the international trade and investment of the country or its banking system.
Along the abovementioned policies, EGFI, with a view to international norms and standards in the claims ascertainment and claims payment processes tends to have a reasonable average shorter time in comparison with its peer ECAs to compensate for the claims to Iranian exporters, investors and banks.
The Fund holds a supportive view toward the whole process and believes that maintaining existing customers and keeping them satisfied with the Fund's performance is as important and in some cases even more difficult and essential than attracting new potential customers.
Therefore, in order to ensure and satisfy the needs and to consider the opinion of the policy holders, through timely payment of claims on the one hand, and checking whether or not the declared claim could be ascertained and verified as well as the determination of the exact amount of the claims on the other hand, A separated department has been operating as the Claims Management Department consisting of two different offices: namely "Domestic" and "Overseas" Claims.
The first office is responsible for investigating and determining the notified claims regarding the issued credit guarantees in favor of Iranian banks for working capital loans guaranteed in the pre-shipment phase. In this case the claims waiting period for payment of claims is 50 calendar days, during which the Domestic claims office investigates to ascertain if it is not possible for the creditor to settle the amounts due or whether the financing bank is willing to extend the credit and shift the covered obligations in any way. This office is committed to verify and ascertain the claim or to enforce and encourage the exporter to repay the amounts due and after all, bring the case to a crystal clear decision at the shortest possible time and before the end of the claims waiting period and if the claim is not settled by the creditor the claim is compensated by the Fund within 30 calendar days.
The second office is in charge of overseas claims borne by the export credit insurance policies issued to cover the commercial and political risks involved in international trade and to compensate for the Iranian exporters' trade receivables or financing banks' post shipment facilities under buyers credit or suppliers credit schemes which are overdue on the maturity dates in the repayment period by the foreign buyer/employer. The overseas claims office, based on its mandate and general guidelines and internal instructions starts its activities to scrutinize the whole scenario and fact finding processes to determine exactly the cause of payment default and if any commercial risks have led to the failure on the side of the foreign buyer, the try to compel and convince the foreign buyers/creditors to fulfil or keep their payment obligations during the claims waiting periods. Such periods may vary according to the nature of each policy and due dates in different services. Consider the following table for more details:
